A Public Accountant and Auditor, he graduated from the Faculty of Public Accounting of the Benemérita Universidad Autónoma de Puebla. He holds a Master’s in Business Administration granted by the Institute of Higher Studies, Puebla, a Master’s degree in Administration of Quality in Local Public Management, granted by the Institute of Public Administration of the State of Puebla, and a Master’s degree in Political Management and Strategic Governance granted by George Washington University, as well as a Specialty in Fiscal Policy from the Benemérita Universidad Autónoma de Puebla and a Certification course in Financial Leadership at the Monterrey Institute of Technology and Higher Studies and Harvard University.
He has carried out professional activities in the public and private sector. He has taught graduate and undergraduate courses at the University of the Americas, Puebla, at the Universidad Iberoamericana-‐Golfo Centro Campus, at the College of Public Accountants of the State of Puebla and at the Benemérita Universidad Autónoma de Puebla where he is a Faculty member at the school of Public Accounting.
Within the BUAP he has had a broad academic and administrative career starting as a lecturer in 1983 in the Faculty of Public Accounting. Within the central administration, he has carried out the administrative posts of Auditor General, Internal Auditor, General Comptroller, General Treasurer, Secretary General and currently Rector for the 2013-‐2017 term.
He participates in various professional and academic associations including the Mexican Association of Vigilance and Control for Higher Education Institutions (AMOCVIES) of which he is a co-‐founder. He is a member and former President of the Advisory Board and the Mexican Association of Administrators for the Standardization of Financial and Administrative Information in Higher Education Institutions (A.M.E.R.I.A.F). He is a member of the Mexican Academy of Integral Auditing, (A.M.D.A.I.D.), member of the Advisory Council of the College of Public Accountants of the State of Puebla and member of the Advisory Board and member of the Board of Directors of the Consortium for North American Higher Education Collaboration (CONAHEC). In addition, he has had an active participation as President of the Board of Public Accountants of the State of Puebla A.C. and he was the University’s representative before the Council for Accounting Harmonization for the State of Puebla.
Among the main achievements during his administration as an accountant and Treasurer of the Benemérita Universidad Autónoma de Puebla, we can mention the implementation of policies and procedures for conducting audits within a comprehensive approach, the issuance of the Manual of requirements and guidelines of all income and expenditures, the implementation of the submission of monthly financial information for all University departments , the creation of the Register of Suppliers of the BUAP. The creation and application of the procedure and the design of formats for the presentation of the heritage statement of all University officials, the issuance of the project and consensus of the regulation of income and expenditures of the Benemérita Universidad Autónoma de Puebla, the heritage statement of its officials, approved by the University Council, as well as his participation in the implementation of the accounting of funds at the University.
Likewise, he was in charge of the certification project of the Comptroller General under the quality standards ISO 9001-‐2000, and the certification of the Treasury under the standards ISO 9001-‐2008. As a result of the good management of the financial resources in our institution, the BUAP has obtained international financial ratings by Fitch Ratings, Moodys, Standard & Poors, from 2007 to present date.
